MECHANISMS OF STATE SUPPORT FOR THE AGRICULTURAL PRODUCTION OF ENVIRONMENTALLY SAFE FOODS

The article examines the problems and prospects for the development of the production and sale of environmentally safe foods in the Russian Federation. It is demonstrated that without systematic state support, it is quite difficult to achieve a significant increase in the volumes of their production and the country's share in the global market for organic products. The key directions of state support are identified, including state participation in institutional, infrastructural, personnel, information and financial support for the development of the market in question. The conclusion is substantiated that it is necessary to coordinate the development and implementation of mechanisms of state support, specifying its main directions.

THE MANAGEMENT OF AGROLANDSCAPES AS A FACTOR OF SUSTAINABLE FUNCTIONING AND DEVELOPMENT OF AGRICULTURE

It is shown that the current model of extensive-intensive development of agriculture is not an efficient use of land and water resources. The role of environmental engineering in ensuring food and environmental security of the country. The assessment methodology of economic efficiency of investments into the development of agricultural land, part of which is the mechanism of sustainable development of ecosystems based on the optimization of nature intensity of agricultural production. Justified complex of meliorative actions for the development of the agrarian landscape in the Central Federal district.

ENERGY EXPENDITURES OF LABOR AS THE CRITERION OF ELIMINATING THE DISPARITY OF PRICES BETWEEN AGRICULTURE AND INDUSTRY

The main causes of low economic efficiency of agricultural production are described. The application of the intensity of production of goods with the aim of eliminating the disparity in prices is proposed. Average values of intensity of work of all categories of workers depending on physical activity, body mass, gender and age are calculated.

REGIONAL FORECASTS OF POPULATION DYNAMICS OF ELK IN THE YAROSLAVL REGION ON THE BASIS OF MODEL EXPERIMENTS

The problem of dynamics of population of elk in the Yaroslavl region in the context of administrative districts is considered and investigated. The model of the strategy of development of the population of elk using the mathematical methods of analysis in the long term is developed. The results of a modified decision matrix models of populations of moose are presented. Model experiments were performed on the output of population dynamics in the specified modes are conducted.

MANUFACTURING OF POWDER REFRACTORY PRODUCTS OF SVS IN CONTINUOUS PRODUCTION

The new constructive technological scheme for the manufacture of powder products of the synthesis with a continuous production cycel is developed. The new implementation of technological operations, reduce time of technological process of manufacturing powder of the refractory products of self-propagating high-temperature synthesis (SHS) to more than 10 times are elaborated on the basis of experimental and theoretical studies.

PROGRESSIVE TECHNOLOGY OF REPAIR OF CONNECTING RODS OF INTERNAL COMBUSTION ENGINES

The restoration of the connecting rods of internal combustion engines with flat-top honing is considered. An overview of the main features of the flat-top honing is presented. The results of industrial tests of technology for the recovery of the connecting rod based on the application of the flat-top process of honing are conducted.

INTRODUCTION TO IN VITRO CULTURE OF PHLOX PANICULATA (PHLOX PANICULATA L.)

The results of an experiment on the use of various types of explants for the introduction into culture in vitro of five promising seedlings Phlox paniculata are presented. It was shown a positive effect of the use of physiologically young tissue growing shoots to initiate sterile culture. Factors affecting in vitro reproduction of seedlings of Phlox paniculata have been identified.

The necessity of the modernization of vocational education through the implementation of the dual training is justified. The role of production practices in the formation of professional competences of students of the automobile College is shown. Criteria, indicators and levels of development of motivational, cognitive and activity components of the model of formation of competences. Identified pedagogical conditions of its implementation are elaborated.

MECHANISMS OF STATE SUPPORT FOR THE AGRICULTURAL PRODUCTION OF ENVIRONMENTALLY SAFE FOODS 

A classification of the main constraints hindering the development of production and sale of environmentally safe foods is presented. It is substantiated that the capacity for such production in the Russian Federation far exceeds its share in the relevant segment of the global market, which currently only comes up to 0,5%. However, unless efficient state support mechanisms for this market are put in place, the existing potential may remain untapped. The authors have developed a flowchart diagram representing key directions of state support of production and sale of environmentally safe foods, including institutional, infrastructural, personnel, information and financial support. Specific ways of state support proposed by the authors include the following: to create a system of professional personnel training in this field, which is currently practically nonexistent; to ensure effective performance of a system of procurement of environmentally safe alimentary products for public sector organizations; to include a special subprogram called Development of production of environmentally safe foods into the State Program for Development of Agriculture and Regulation of Agricultural Commodity Markets for 2013–2020, using such key performance indicators as the growth rates of production and sale of environmentally friendly foods in the domestic market, volume of export by year of program implementation, etc. It is proven that a comprehensive approach to the development of mechanisms specifying each of the directions of state support, which allows for a significant synergetic effect, is of fundamental importance.

THE MANAGEMENT OF AGROLANDSCAPES AS A FACTOR OF SUSTAINABLE FUNCTIONING AND DEVELOPMENT OF AGRICULTURE 

Necessity of transition of agriculture to a new model of development, whose main objective is to achieve an optimal balance between planned receipt of material benefits and maintaining or improving the condition of natural ecosystems is justified. The main role in achieving this goal is given to the complex of development (environmental engineering) of agricultural landscapes, including a joint decision on the comprehensive land reclamation and the creation of sustainable patterns of usage of the agricultural landscape (ground ecologically valid ratio of arable land to total area of the landscape). The assessment methodology of investment efficiency in the development of agricultural landscapes is based on ecosystem approach including the modeling of complex ecological and socio-economic systems, the prevention of possible negative ecological consequences, the principles of sustainable development and environmental engineering, the modern concept of development of land reclamation gained advanced domestic and foreign experience in the field of land reclamation. The system of models and criteria with which conducted a retrospective analysis of changes in the condition of natural and cultural landscapes and the long-term forecast of the expected consequences of exposure to complex activities for the development of the agricultural landscape is formed. The complex of meliorative actions for the development of the agricultural landscape of the Central Federal district, including the conduct of activities to prevent and combat water and wind erosion on the area to 17.6 million hectares, the regulation of acid-alkaline regime on the area of 9.2 million ha and reconstruction of ameliorative systems on the area of 1.1 million hectares is justifies.

PROTECTION MECHANICAL RUBBER PRODUCTS OF AGRICULTURAL MACHINERY 

Issues of preservation of rubber goods in storage technology on open platforms are considered. Shortcomings of existing technologies to improve the safety of rubber products agricultural machinery: low penetrating ability of the protective material; the impossibility of the reconstruction of surfaces of rubber products are identified. With the purpose of increase of efficiency of protection of rubber products in the laboratory Ryazan GATA experimental protective and healing blend that contains melted wax, liquid rubber and nanopowder in the following ratio of components, wt.%: paraffin – 92; a liquid rubber – 7; nanopowder – 1. This mixture for General mechanical rubber goods for agricultural machinery differs from the existing protective coatings in that it is as heat is applied a liquid rubber, and the filler – nanopowder. Studies to determine the effectiveness of the protection of agricultural machinery was held in the yard machine Pronskoe, OOO Pronsky district of the Ryazan region in the period 2015–2016. Comparative evaluation of efficiency of protection of rubber products are known compounds and experimental protective and restorative blend designed in Ryazan GATA. Presents data on the wear of rubber products during the long storage in the open atmosphere. Analysis of test results shows that the maximum wear of rubber products treated with a mixture of paraffin with the liquid rubber and the nanopowder is much lower versus the best result known protective compounds and 5.8% with Robertson, rosin and its esters, because of the high ability of an experimental compound to penetrate the micro pores of the rubber and form a protective film on its surface. Thus, the addition of liquid rubber nanopowder and the wax improves the efficiency of the mix to protect the rubber products agricultural machinery in the off-season outdoors.

FAILURES OF MILKING MACHINES, ARISING IN THE PROCESS OF OPERATION 

The current state of the dairy equipment in the Nizhny Novgorod region is asessed. The characteristic fault of milking installations: clogging of the air channels, leakage valves and seals due to wear is called. One of the reasons for the low technical condition is the unavailability of special equipment for diagnosis. The necessity of complete elimination of failures of milking machines, associated with the violation of the optimal modes in order the normal functioning of technological process of machine milking which should be done in advance preventive operation. Two groups of failures and causes of their errors are conducted: structural failures of milking machines, caused by careless exploitation; the failure satisfactorily designed and manufactured milking machines, resulting in the disruption of individual elements or groups of them. Classification of denials milking equipment is conducted. It is stated that: classification of failures of milking machines according to their physical nature should be based on physico-chemical processes that indirectly or directly affect the performance elements and cause the failure to occur and the conditions of their occurrence. The main physical and physico-chemical processes occurring in the product are those which cause the aging of materials and wear of individual elements of the milking installation. The described scheme of influence of factors acting during operation on the occurrence of failures due to gradual changes in the characteristics and parameters of elements of milking machines be a gradual failure in the event of changes in the values of these parameters, increasing the intensity of exposure to a certain critical level, sudden failure. Main physical and chemical processes that cause aging and wear of the elements of milking machines, lead to a gradual and alternating failures that reduce the efficiency of machine milking.

INTRODUCTION TO IN VITRO CULTURE OF PHLOX PANICULATA (PHLOX PANICULATA L.) 

The results of an experiment on using different types of explants for introduction into culture in vitro of 5 promising seedlings of Phlox paniculate is presented. The study was performed at the laboratory of Russian State Agrarian University - Moscow agricultural Academy named after K.A. Timiryazev. The conditions and methods of the experiment, materials used, results. The maximum initial number of viable explants standard procedure of sterilization was obtained with shoots taken from the cuttings, rooting in a greenhouse on a perlite – 80% is described. The regeneration ability of explants with shoots and vygonochnyh with cuttings rooted in soil substrate was lower. Less tissue was infected in the first embodiment, the contamination did not exceed 13%, in other cases, the contamination of explants was about 30%. The most viable explants were infected source seedlings from the open ground, contamination and destruction of the source material accounted for 40%. The proportion of the influence of varieties on the multiplication factor was 35%. At the stage of initiation of the cultures, duration of 5 weeks on Explant formed single shoots. For further replication, the shoots were divided into single node segments and planted on fresh nutrient medium of the same composition. On the stage actually micropropagation was branching regenerated and the formation of 1-4 additional shoots on one Explant. The tendency to the laying on microbacteria axillary shoots with increasing number of transplants. The multiplication factor in the third subcultivation was significantly higher than in the first two. Significant differences between the studied seedlings were identified along the length of the shoots. The data obtained will allow to optimize the conditions for micropropagation of seedlings of Phlox paniculate, to speed up the process of transferring the valuable forms in the State.

The purpose of integration of Russian education into the European system of higher education is forming of specialists competitiveness in the context of their compliance with cultural and scientific traditions. So the importance of understanding the necessary of professional and psychological characteristics of future specialists in population and development is meaningful. One of these characteristics of the personality of the future specialist is the professional mobility that allows him to quickly solve problems, respond in a professional situation. Innovative educational activity involves the study and implementation of pedagogical innovations, interactive technologies, creation of educational-developing environment, the expansion of research activities of students and teachers, improvement of the system of relations, the formation of interdisciplinary skills, the creation of an accessible learning environment for persons with disabilities, the use of individual trajectories of education, improve the educational program and methodical support of the educational process and infrastructure innovations.
