CONCEPTION OF SOCIAL UNIONS WITH FUNCTION OF NATIONALLY SIGNIFICANT

SOCIAL INTERESTS GARMONIZATION DEVELOPMENT

Survey of expert assistance and political decision’ making in the State bodies in the terms

of the Civic Chamber of the Russian Federation and Councils of the Federal executive

authorities activity process is presented. To increase public authorities’ activity effectiveness

attendance of the social control and direct work of the Public Councils of the State bodies is

the necessary element for the high quality preparation and political deision’s making in the

sphere of the state management. Thank for the Civic Chamber of the Russian Federation as

the civic institution there is business and science in the legislative establishment of the state

administration fortification and attendance; thereby the system of interests delegation to the

authorities is being created.

THEORETICAL FOUNDATIONS OF THE ENTERPRISES’ CURRENT ASSETS

Theoretical explanation of current assets, their forming and rationing, basic models of their

management are considered. Actuality of the chosen topic in that current assets and their

management mechanism are the main stimulator in any modern enterprise development.

Current assets management mechanism elaboration and its efficient practical application if

the actual problem nowadays because effective current assets volume forming and regulation

support the optimal liquidity level, ensures industrial and financial activity cycles efficiency,

and therefore high enough paying capacity and financial steadiness of agro-industrial

enterprises.

THEORETIC ASPECTS OF COOPERATION DEVELOPMENT AND INTEGRATION

IN VEGETABLE GROCERY SUB-COMPLEX

Theoretical aspects of the agricultural cooperation development in vegetable grocery subcomplex

are considered. Cooperation and integration in vegetable grocery sub-complex in

agribusiness are presented by the authors as is objective necessity of extend division of labor

in the branch. Vegetable grocery sub-complex is understood as cooperation and integration

of economic entity of the first, second and third spheres of agribusiness; similarities and

differences of the business scheme of cooperation and integration in the vegetable grocery

sub-complex are presented; pros and cons of cooperation and integration in the vegetable

grocery sub-complex activities are given.

Questions of problems of subsistence and food supply security by import substitution in the

conditions imposed by USA and EU in the case of Russia are considered. Paces of national

production expansion, reasons which restrict achievement of the ideal level of population self

sufficiency of food suppliers are adjusted.

MANAGEMENT OF THE TERTIARY NON-LINEAR ECONOMICAL OBJECT

Problem of method of aggregate regulators analytical design application to the small

business financial element’s management is considered. Management object is presented as

the system of non-linear ordinary differential equation with chaotic mode in predetermined

combination of characteristics. Analytic synthesis of scalar and vector management systems

transferring the original object from unstable condition to stable and ensuring further object

stabilization in the condition.

ELECTROTECHNOLOGY STRATEGIES IN SEED PELLETING PROCESS

Reasonability of seed pelleting is justified. Main technical complexities of pelleting at

production field are listed. Methods and technical means of automatic pelleting management

are considered. Constructions of the automatic equipment for the pellet’s size definition by

optoelectronic method, with help of the electromechanical sample taker and according to the

electrical capacity formed between the electrodes size are described.

pelleter’s working element, reflected light flux, sample taker, dielectric capacitivity, electrical

CONCEPT OF THE SYSTEM APPROACH IN COOPERATION

AND INTEGRATION IN VEGETABLE GROCERY SUB-COMPLEX USAGE

Essence of cooperation and integration in respect to the vegetable sub-complex (VSC)

is considered. Cooperation and integration in VSC of agribusiness are presented as the

objective necessity of deepen division of labor in the branch. Vegetable sub-complex is

interpreted as cooperative and integrative cooperation of economic entities of agribusiness.

Cooperative forms are relevant for small-sized production which covers generally from

the several decades to the several hundreds of subsidiary or farm enterprises, rarely –

agricultural organizations. In case of the global ranges of production, money turnover

connected not only with the production, transportation and realization of vegetables but

also with their processing is used business mechanism of agro-industrial integration.

Specific discharge at the all stages of production, preservation and realization of vegetables

and general costs decrease by more rational use of the productive recourses and decrease of

cost for the service payments for the external companies what encourage decrease of the

production effectiveness is the main result of integration. Cooperation and integration are

the strategies of economical cooperation between subjects of the agrarian market which

let to provide the mutually beneficial cooperation. Cooperative and integrative connections

are suggested at the following levels: 1) production – wholesale storage, production –

processing and preservation, production – trade; 2) processing and preservation – wholesale

trade – retail trade; 3) purchasing organizations, wholesale and retail network, processing

and preservation of vegetables – final consumer. So, deepening of the labor division in VSC

and specialization dictate necessity of the cooperation and integration in VSC development

which will encourage increase of vegetable production effectiveness and therefore increase

of the countries food supply safety based on the scale effect.

THEORETIC ASPECTS OF COOPERATION DEVELOPMENT AND INTEGRATION

IN VEGETABLE GROCERY SUB-COMPLEX

Necessity to use system approach in the vegetable sub-complex (VSC) research is

justified. This approach supposes existence of principles of entirety, hierarchy principle

of the structure, structuring, plurality, systemacity. It is pointed that VSC consideration

requires analysis of the define patterns; cooperation between part and the entire; hierarchic

systems’ sequence; development. It is identified that economical relationship between

agricultural food producers and processing companies of VSC has to be implemented in

the following directions: elaboration of cooperative and integrated formation; planning,

forming and establishment of the economical relationship with account of economic and

juridical independence of the economical partners; elaboration of the system of settlement

payments and mechanism of pricing inside the integrated formation; elaborated of the system

of distributional relationship directed to the further cooperation and integration process.

It is rational to maintain steps of the system analysis during evaluation of cooperation and

integration system in VSC: 1) identifying of the cooperation system frames; 2) identifying of

the super-system for this system which includes this system as a sub-system; 3) identifying

of the system characteristics and directions of development; 4) identifying of the explored

system’s role in each super-system; 5) revealing of the real composition and structure of

the system, identifying of its components and correlations between them; 6) identifying

of the role of each system’s element in its central aim implementation, revealing of the

relative misfit and contradictions in case of different hierarchic system levels; 7) revealing

of the integrate factors; 8) identifying of the all possible connections, communication of

the system with the environment; 9) consideration of the studied system in the dynamics.

Analysis and scientific generalization of the economical processes in VSC are necessary to

be conducted from the point of view of the system analysis methodology.

MODEL OF FORESIGHT PLATFORM AS TOOL OF THE EFFECTIVE AGRARIAN

POLICY OF THE REGION FORMING

Key aspects of elaborated according to the actual agrarian policy and condition of the

agrifood sector of RF essential model of the region platform “AGRO-foresight” forming are

presented. Two phases of the model are described. Phase I – Pre-foresight. Block 1 – forming

of foresight field which include the following segments: initiators, agitators, users of the

results. Block 2 – short characteristic of the basic elements (focus, horizon, type, etc.). Phase

II – Foresight. Model of the foresight platform is starting to work according to the foresight

steps: forming of “a vision of the future”; laying of “bridge to the future”; “projection of

the future”. It is pointed that it necessary at the preliminary step to provide organizational

and managerial base of the regional platform “AGRO-foresight” functioning: to work out

problems of the management structure; to specify potential groups of foresight which are

specialized at the define topical block of the agrarian policy forming. It is defined that

initiators are accelerators of practical realization of the regional platform “AGRO-foresight”

project start. Management Committee functionary plays role of the platform coordinator.

Foresight network is being formed according to the real needs of the concrete municipal

structure. Model of the ‘triple helix” which defines and measures the relationship between

authorities, business and science adequately is the core value of the platform’s expert

community forming. Suggested model of the regional platform “AGRO-foresight” is a

prototype of forming of the national foresight-studies model in the sphere of the agrarian

policy of the national level forming. Project of agriforesight can achieve true success only

by the major network of the specialized foresight-studies organization (largely united to

the groups by the federal regions of the country). Upon that organization of such a process

should be built with compulsive abidance of frankness and clarity – to achieve turbo-effect

from the intensive trans-regional cooperation.

REVISITING IMPORT SUBSTITUTION IN THE AGRICULTURE

Subjects of catering services and food security by import substitution in the conditions

initiated by USA and EU against the Russian Federation problems solving are considered.

Primary results of sanctions effect are presented: food supplies import in Russia in seven

months of 2015 decreased in 1.6 – from 41 billion to 25 billion $ and increase in the

native agribusiness formed only 3.7 %. It is stated that during elaboration of agrarians’

support state is mainly focused on the massive structures and farmers demonstrated in

2015 better adaptation to the current situation: their quota in the structure of production

increased in grain – from 25,3 to 26,4 %, sugar beet – from 10,3 to 11 %, potatoes – from

7,5 to 8,6 %, vegetables – from 13,6 to 15,1 %. Quota of agricultural organizations in grain

and sugar beet production decreased insignificantly (they lost 1.1 and 0.6 % suitably). It is

pointed that it is problematically to overcome underrun of the native agriculture in short

time without essential investment in reproduction, modernization of agribusiness in the

whole. Measures of the threats minimization in order to supply the country with food

independence as the important component of the economical safety: to elaborate target

programme of state support of agricultural producers of all agribusiness branches in the

conditions of sanctions; to invest by subsidy assistance of agricultural producers from

the federal budget by the representative banks; to set the priority positions for Russian

producers on the internal market and markets of the friendly countries; to set monitoring

of regional natural and climatic conditions; to discover the priority directions of their

development and to set regional specializations of the country; to undertake studies of the

yield increase, new kinds of cultures selection classified by the climate on the territory of

Russia.

ALGORITHMIC MODEL OF AGRIBULK LOGISTICS

Neccesarity to estimate effectiveness of each concrete transportation becomes during

different agribulcks’ transportation. If the characteristics of cargo and the conditions of

transportation are known it is possible to know with help of the model changing the exploit

characteristics of vehicle to find the optimal variety of these combinations; so to say it is

possible to compare conducted inputs by modeling transportation of the same cargos by

the vehicles and to chose that method by usage of that these inputs are the least. Original

method of exploit inputs during the agribulcks’ transportation is presented. Algorithmic

model of the exploit inputs calculation is suggested. It is demonstrated in terms of several

different vehicle types how the exploit inputs while the same cargos’ transportation in

the same conditions by different vehicles are changing. Elaborated algorithmic model of

agribulcks’ transportation let to minimize exploit inputs by choosing in the best way the

vehicle from the set of available ones. After analysis transported by agricultural enterprises

cargos and separating the most typical cargos from the majority it is possible to optimize

the structure of the enterprise’s transportation fleet by this model using. With help of

such a model it is possible to form technical and economic rules to the cars in the best way

adapted to the real exploit conditions. Elaborated model is easy-to-work and is available

for the each used who has a PC. This model can be used as a tool of the structure of the

concrete enterprise’s vehicle structure.

ELECTROTECHNOLOGY STRATEGIES IN SEED PELLETING PROCESS

Progressive technique preparation for sowing of seeds is panning. The seeds are

covered by pelleting shell that significantly increases their size and allows mechanized

seeding. Pelleting seeds is a manufacturing process that requires careful observance of

technological regimes. These modes, in the first place, are the aspect ratio and diameter

of the pellet speed operating element, composition and humidity of the feed mixture and

feed the wetting fluid. This article describes a method for automatically determining

the diameter of the pellets in the degree of darkening of the working body machine for

pelleting seeds. This method is proposed to be implemented using an optoelectronic system

that controls the reflected light beam in machine for pelleting seeds with transparent

working body. To improve the quality and increase the pelleting process performance

within the working body of the suggested mechanism to set rolling. In order to improve the

measurement accuracy of the diameter of the pellets machine for pelleting seeds design is

complemented by an electromechanical sampler. A method of continuous monitoring of

the process of the formation of pills largest capacitance formed between the fixed electrode

and the conductive surface of the working body. It is found that with increasing diameter

of the pellets decreases permittivity medium transconductance and reducing capacitance.
