THE ROLE OF FINANCES’ DECENTRALIZATION IN INTER-BUDGET RELATIONS’

REGULATION

In the current context requirements to the all budget levels’ elaboration are growing. Current

methods of the budget programs effectiveness’s evaluation and using methods of the budget

planning need reconsideration. Systematically growing volumes of the budget means is the

main problem connected directly with the budget effectiveness.

PECULIARITIES OF FREE TRADE AREAS IN AUTONOMOUS REPUBLIC

OF NAKHCHYVAN FORMATION

Basic attention is paid to the free economic activity’s under the terms of specification of

territorial designation realization. Exactly this base is one of the elements of free economic

areas’ including free trade areas creation. Principles of the free trade areas’ creation are

considered. It is specified that this element should consider natural-territorial, industrial,

economical, organizational, logistic, juridical and other aspects which are distinguished with

account of necessity of this areas’ creation. Longterm evaluation of consequences of creation

and further economy management inside the areas was made.

FUNCTIONAL MODEL OF THE NATURAL SYSTEM FOR WATER- AND HEAT

MECHANISMS OF TILIA CORDATA NATURE ADAPTATION TO THE ANTHROPOGENIC

FACTORS

The article is related to the result of the longstanding cycle of tilia cordata’s peculiarities

of adaptation to the pessimal growing conditions studying. The studying was held in the

conditions of anthropogenic pollution of Ufimskiy and Sterlitamakski industrial centers

and water protection forests of Pavlovskoe reservoir in 2002-2015. In the condition of

technogenesis adaptations show as increase of weight and length of the root system. In the

conditions of Pavlovskoe reservoir tilia cordata forms longstanding underground innovation

shoot – celerity which exchange the root system. It is fixed that the increase of underground

vegetative organs’ development is tilia cordata’s reaction to the pessimal conditions. Having

formed during the centuries as the adaptational reaction in the natural ecosystems this

peculiarity is compulsive condition of tilia cordata’s survival under the technogenic factors.

The survey of reasons of crack’ in radiators centers of cooling system of combustion engine

formation is presented. Results of studying of sealing property, deformation properties,

sturdiness to power liquids, vibratory loading, ageing processes identifying are presented.

METHOD OF THE INTEGRATED EFFECTIVENESS MEASURE OF MACHINES’ TECHNICAL

EXPLOITION IDENTIFICATION

Complexes of the up-time of machines’ exploitation components and their correlation with

their technical readiness indexes are studied. The main reservoirs and methods of machines

readiness increasing are being analyzed. Prediction method of integrated effectiveness index

of machines’ technical exploitation is presented.

The article is dedicated to informative and communicative competence of the future

professional agrarian forming by using current information and communication technologies

in the process of realization of the new institutional educational programs. It is supposed

not only to develop cognitive and creative abilities of the student but also to form such

personal qualities as responsibility, self-dependence, sense of purpose, professional mobility,

competitiveness, ability to group activity and collaboration, independent search and analysis

of the information, readiness to self development etc.

EDUCATIONAL PROCCESS AS THE STUDENT-ORIENTED TEACHING APPROACH

PERSONIFICATION

The article is dedicated to understanding of the new educational paradigms ant the type of

tuition according to realization of the current aim of education – creative, moral personality

with the integral humanitarian sense. Authors are studying one of the main problems of research

and methodology of the pedagogical process organization – basic and professional education

quality increase in case of specialists in demand of the modern economy training. The modern

specialist should be ready for innovative projects realization, to be a responsible and creative

personality, ready to appreciate the new, to make non-standard solutions. Realization of the

educational content on the competence base encourages universal competencies development

(creative sense, imagination, communicability, sociability, generally professional ones

(fundamental nature and education in humanities) and professional ones (taking possession

of professional skills and expertise).Personification means impact on the all spheres of the

student’s personality so it is necessary to pay attention to his needs, motives, interests, likes

and to give him conditions for his personality’s self realization. Such factors as the lector’s

personality, portfolio’s presentation under the direction of the group curator, expansion of

the disciplines’ variety according to the choice, student’s involving in the developing activity,

volunteering, attraction to scientific-research activity encourage harmonic development of

the student’s personality. It encourages the student’s skills development, helps his personal

advancement, self –improvement. It is made the conclusions that the student-oriented

approach requires rebuilding of the all elements of the educational process: fresh approach

to the student as a personality using the interactive educational technologies based on the

topical and creative teaching methods, intensification of integrity of integrity of the social,

natural and specialist disciplines – what let to increase fundamentality of the knowledge,

to form the ontological approach what in its turn stimulates increase of the professional

mobility, competitiveness, ability to adapt to the conditions of uncertainty and the current

changes in economy and society.

MECHANISMS OF TILIA CORDATA NATURE ADAPTATION

TO THE ANTHROPOGENIC FACTORS

The results of Tilia cordata’s adaptation to the pessimal (extreme) site conditions

studying are presented. The research was conducted in the conditions of technogenic

pollution of Ufa and Sterlitamak industrial clusters and water protection and preservation

forests of Pavlovskoe reservoir in 2002-2015. Root systems research was conducted by

monoliths method. It was found that Tilia cordata in the extreme forest growths conditions

of Pavlovskoe reservoir forms celerity or xylopodium what encourages survival under the

forest cover and conservation of the capacity for the further development in the context

of growth conditions improvement. Celerity or xylopodium development capacity is in

excess of the real root system’s one. Weight and length of the underground vegetative

organs increase. In the conditions of the petrochemical pollution of Ufa industrial cluster

adaptation reactions are indicative for the all rates of Tilia cordata ages. Generally increase

of the soil’s root occupation in the timber stand of Tilia cordata is observable since the

middle-age condition. Root occupation increase is the main adaptation reaction directed

to compensation of the overground vegetative organs – leafs firstly which are the most

sensitive plant’s organs from the ecological point of view. Root occupation increase concerns

all roots types and has physiological meaning – ensures high degree of leafage’s water

content. For Tilia cordata’s timber stand in the conditions of Sterlitamak industrial cluster

adaptation reactions are peculiar for the trees not older than 30 years. Serious increase of

root occupation which reaches the maximum level in case of middle-age generation of the

trees (21-30 years) is marked; it is also provided by relative veinlet length what redistribute

toxicants from leafs to roots. Therefore increase of the underground vegetative organs’

development level is multifunctional ant main Tilia cordata’s adaptation reaction to the

pessimal growths conditions.

Based on the information society characteristics, Development strategy of the

information society in Russian Federation, National educational doctrine in Russian

Federation, according to the competency-based approach prescribed in FSES HE abilities of

information and communicative technologies use in the process of the foreign languages

teaching to form information and communicative competence of the future specialists

are considered. Electronic textbooks appropriation, their usage in the foreign languages

teaching applicability and content-related aspect of such publications are identified. Array of

features of the linguo-multimedia laboratory with software SANAKOStudy 1200 providing

of spread spectrum classes based on listening of the academic program and speaking

practice giving which functions on the base of department of foreign languages of Bryansk

SAU is presented. Virtual learning environment Moodle generally and its components are

characterized. Peculiarities of the electronic taught courses of environment Moodle are

identified: interactive communication of course students with the lector and between

each other; using of hyperlinks for internal and external educational resources connected

with foreign languages; ability to use the digital content during the educational process

(graphical, phonic and video files) which let to collect and systemize huge amount of useful

for the further studying of the discipline information; accurate planning of the learning

process and course management according to learning program and educational standards

requirements; wide range of the unique tasks – virtual cases and team competitions. So,

using of information technologies forms information and communicative competences:

ability to self-sufficient information search and processing, ability to the group activity

and collaboration, readiness to self-development in the sphere of information and

communicative technologies.
