THE IMPROVEMENT OF THE SYSTEM OF THE ASSESSMENT OF EFFICIENCY

OF THE EXPENDITURE OF BUDGETARY FUNDS

The problems of the assessment of efficiency of an expenditure of budgetary funds taking

into account current trends of financial policy of the state are being considered. Models of the

factorial analysis of the stability of the budget of municipality are being described and the

technique of an integrated assessment of efficiency of the budgetary expenses of municipality

is being given.

THE COMPARISON OF EKOLOGIC-EKONOMIC DAMAGE FROM THE POLLUTION OF THE ATMOSPHERE AND THE INDICATORS OF ECONOMIC DEVELOPMENT

The article is devoted to the one of modern problems of the sustainable development of Russia

– the improvement of economic regulation of environmental protection on the basis of the

accounting of the consumption of assimilatory potential of environment in the form of the

GDP indicator. The results of the calculations are given, showing that the cost assessment

of the damage caused by pollution of the atmosphere is quite comparable to the size of gross

domestic product.

The appliance of the neural network method for the primary analysis of an economic condition

of the organizations by means of the self-organized cards is being described in the article. The

mechanism of the appliance of the self-organized cards in the system of an assessment and the

maintenance of production strategy of agro-holding is being revealed.

Improvement of the theory and methodology of an assessment of a sustainable development of

ecological and social and economic systems on the basis of the system analysis and economicmathematical

modeling is an actual scientific problem. The solution of this problem will

allow not only to describe the resource capacity of economic system and dynamics of change

of her indicators, but also to develop strategy of development proceeding from priorities of

stability and her stability.

THE CALCULATION OF THE MAIN CHARACTERISTICS OF THE CONSECUTIVE PROCESS OF WORK AND RESTORATION OF AGRICULTURAL MACHINERY

The method of research of two-phasic processes with randomly distributed durations of stages

is being presented. Processes model the functioning of the agricultural machinery taking into

account time of replacement of the refused element. Ratios for the calculation of distribution

of number of stages, function of restoration, an availability quotient and average total

durations of stages have been received. On the base of the numerical examples, the processes of

convergence of an availability quotient to its stationary value are being shown. Distributions

of number of repetitions of stages have been received and analyzed.

On the basis of the systematization and the system analysis with the appliance of the methods

and methodological approaches, the assessment of the climatic efficiency within the territory

HONGURIN'S APPLIANCE AT THE RAISING STAGE FOR THE REPAIR YOUNG STOCK OF SIMMENTALSKY BREED OF CATTLE IN YAKUTIA

The results of the appliance of nonconventional feed additives and their influence on the

growth and the development of repair young stock of simmentalsky breed of cattle in the

conditions of SHPK "Krestyakh" of the Suntarsky ulus of the Republic of Sakha (Yakutia) are

being presented. Positive results of use of zeolite of a hongurin and Kempendyaysky salt in a

diet of repair young stock are being received.

THE STUDY OF THE SELF-INCOMPATIBILITY DUE TO MALE GAMETOPHYTE

DEVELOPMENT IN CERTAIN REPRESENTATIVES OF NORICHNIKOVYE

(SCROPHULARIACEAE JUSS.) FAMILY

The results of research confirming self-incompatibility type at decorative representatives of

family of Norichnikovye are being presented. Features of the development of male gametophyte

at compatible and incompatible crossings are being studied, features of growth of pollen tubes

at certain decorative representatives of family of Norichnikovye (Scrophulariaceae Juss.). The

development of pollen tubes on a nutrient medium, various on structure, depending on a

stage of disclosure of a flower and time of pollination is being studied.

THE SELF-ORGANIZED CARDS AS THE TOOL OF THE ANALYSIS AND

VISUALIZATION OF THE STRATEGY OF ACTIVITY OF AGRO-HOLDING

Purpose of neural networks’ usage was identified: focused on finding of regularities

which characterize pre-bankruptcy of the organizations of agribusiness and identification

of the optimal strategy of their further development. Self-organizing maps (SOM’s) are

called one of the effective methods of such regularities’ finding. Operating procedures

of SOM are presented. Possibilities of usage of SOM’s in the accounting and analytical

system of the organizations of agribusiness are considered. SOM’s are one of the most

effective measures used for primary data’s analysis, they let to study development of the

organization eventually, to compare its condition with the competitors’ one and create

sector maps. Authorial application diagram of SOM’s for estimate of strategy groups in

agribusiness is proposed. SOM’s will be used in every strategic direction of agriholding’s

activity (crop production, cattle rising, industry) and in the whole. Process of primary

analysis and agriformation’s estimate using SOM’s will be performed in accounting and

analytical system of the enterprise. Such maps let the organization’s management not

only to visualize the agriholding’s status in the region’s (country’s) strategic group, but

also to estimate in detail on crop production, cattle rising, and industry getting wherein

information for the current enterprise’s strategy’s analysis. After implementing efficient

measures to optimize the organization’s activity intermediate strategy with correcting is

formed. Economic climate is dynamic, so it is necessary to carry out analysis of strategic

groups using SOM’s consistently. In views of this usage of SOM’s for strategic groups’

estimate let agriformations to present actual information visually, to respond to changes

in economy immediately, to correct the own development strategy and to be competitive organizations.

THE CALCULATION OF THE MAIN CHARACTERISTICS OF THE CONSECUTIVE

PROCESS OF WORK AND RESTORATION OF AGRICULTURAL MACHINERY

Indexes of serial work process and renewal of farm machinery are estimated. Using of

two-part processes with different duration of patterns let to model activity of the technical

system which doesn’t renew its safety level after component replacement because unfailed

components have some ware degree and also to study different variants of parts support. If

the reserve close the element’s location is produced (for example parts package on tractor,

combine) time for its change is short and it is possible to neglect it. The time of the element

change which includes its delivery time from the destination point is longer when part is

removed from the element’s location. Using the method the situation when some spare

elements of define type are purchased before the agricultural season and rest change

elements will be purchased as required (from dealer, at regional or district stock) ant then

the change time will be another can be studied. Suggested method is based on planning

of exploitation process. Unlike most of known methods the scheme is unclosed and every

following condition is characterized by remaining time (of work or change). According to

the method frequency functions of residual durations, absolute and conditional duration

statuses, transition to the adjoint state are estimate. Such detailed description of statuses let

to compound correlation for counting distribution of stages, renewal functions, availability

factor and average stage durations according to the scheme. As long as there are no any

restrictions for machine’s operation time it is possible to estimate by the same formula

valuation of point wise and stationary availability. It is shown by numerical examples that

valuation amplitude of point wise availability and time of its coming to the stationary value

depend on types of duration of work distributions and renewal. For the processes which

occur during random operation time it is shown that ratio error of analysis of average

stage duration doesn’t exceed 1%. Studying of such processes are not encountered in the literature.

HONGURIN'S APPLIANCE AT THE RAISING STAGE FOR THE REPAIR YOUNG

STOCK OF SIMMENTALSKY BREED OF CATTLE IN YAKUTIA

Results of using of alternative feed additives (Hongurin’s zeolite with Kempendyayskaya

sal) for the growth and extension of replacements of Simmental in the – 940 kg,

hay – 64 kg, feed-stuff – 141 kg, milk – 180-120 kg, in fodder unit – conditions of IAPC

“Krestyakh” of Suntarsk Khanate of the Republic Sakha (Yakutiya) are presented.

The experience was held in the autumn-winter period (Febuary – April), 20 beats were

selected and distributed to two equal groups. Control group was getting the basic diet

ant the experienced one was getting additionally during 90 days 35 gr of Hongurin

per day for 1 kg of body weight and 15-20 gr of Kempendyayskaya sal. Influence of feed

additives at physiological status of the experimental subjects was found out according to

palatability, growth and extension were fixed by weighing, physiological and clinical data

of experimental subjects were studied. Actual feed spending for growers till 6-month age

(calving – December)consisted of hay – 363 kg, silage – 400 kg, feed-stuff – 150 kg, milk –

180-200kg, in fodder unit – 455.5 and digestible protein 45.1 kg, average body weight in

the end of the period – 125-130 kg. Feed spending till 6-month age (calving march). Feed

spending till 6-month age (calving – March)consisted of gramma grass 468 and digestible

protein 58.3 kg, average body weight in the end of the period – 127-130 kg. Feed spending

for heffer in the age of 6-12 months consisted of hay – 10.8 dt, silage – 4.5 dt, feed-stuff

– 1.35 dt, total – 681.3 in fodder unit or 69.6 of digestible protein. With additional food

heffers in the age of 6-9 months showed 677.7 gr of daily gain, year-old in autumn – 555 gr.

Including local alternative feed additives in the ration of replacements of Simmental shows

9.1% gain increase. As a result replacements accord with the 1st class of this breed. Clinical

and hematological studies don’t reveal deviations physiological indexes were in the limits

of standart. All this point on the positive effect of Hongurin’s zeolite and Kempendyayskaya

sal on the growth and extension of replacements growing in the conditions of Yakutiya.

THE STUDY OF THE SELF-INCOMPATIBILITY DUE TO MALE GAMETOPHYTE

DEVELOPMENT IN CERTAIN REPRESENTATIVES OF NORICHNIKOVYE

(SCROPHULARIACEAE JUSS.) FAMILY

The type of ornamental plants’ of the figwort family self-incompability; specialties of

the male gametophyte’s development in the process of both compatible and incompatible

cross; ornamental plants’ of the figwort family pollen tubes’ growth’ specialties; pollen

tubes’ development in case of different compounds of growing mediums according to the

period of flower opening and pollinating moment are studied. Experimental researches

had been done during 2014-2015 based on RSAU – MTAA named after K.A. Timiryazev

in the Laboratory of genetics, selection and green crop’s biotechnology. Plants are grown

according to the typical technology in frame area. Pollen of 10 species of the figwort

family’s grass samples is studied. Gametophytic type of incompability of the most studied

figwort family’s samples is confirmed. Pollen tubes grow actively, they easily penetrate

into pistil tissue actually in 2-4 hours after pollinating moment and grow up to embryo

sac (approximately in 6-8 hours) whereby compatible pollinating. Some pollen tubes don’t

grow up to embryo sac, branch out and stop growing in case of incompatible, autogamic,

geytenogamic, pollinating and inbreeding. As a result of pollinating mechanisms’ studying

it was discovered that pollen tubes of Cymbalaria muralis and Antirrhinum majalis are

visible in 2 hours since pollinating moment; Maurandia, Mimulus x Hybridus, Digitalis

purpuria, Torenia fournieri – in 6 hours; Diascia barberae, Linaria vulgaris, Nemesia

strumosa – in 8 hours; Penstemon x hybridus – in 12 hours. Studying of pollen tubes’

growth in case of different compounds of growing mediums (based on saccharobiose

(strength 15%, 30%, 40%) and 1% agar-agar adding different growth regulators) showed that

growing medium with concentration of saccharobiose equal 15%, growth regulator auxin

indoleacetic acid was the most effective for most samples.
