ISLAMIC FINANCE AND NEW INVESTMENT PROSPECTS FOR THE RUSSIAN ECONOMY

It is shown that the development of Islamic Finance in Russia will contribute to the development

of partnerships and the strengthening of trust between participants of investment activity,

refocus their goals to obtain short-term gains to long-term positive results. Feasibility of

integration of the Islamic financial technologies in the mechanisms of state support of import

substitution and development of non-oil exports is proved. Opportunities for the participation

of Islamic capital in the support program of project financing are revealed. Creation of joint

enterprises of the Russian initiators of investment projects and Islamic partners, reacquires

the issuance of sukuk Musharaka is recommended. It justified that modern condition of the

Russian economy generates new opportunities to build on technology of Islamic Finance.

THE METHOD OF INCREASING OF THE DEMAND FOR PRODUCTS

OF MACHINE-BUILDING ENTERPRISES BY THE TOOLS OF CORPORATE

SOCIAL RESPONSIBILITY

The method of increasing the demand for products of machine-building enterprises engaged

in production of equipment is considered. The method is based on cooperation with

manufacturers of CAD and giving free access to 3D models of the equipment produced. This

method has been successfully used abroa, but has not yet been developed in Russia.

The peculiarities of technological development in the current context of intensification of

globalization processes, the characteristics of the environment of globalization, technological

development and the factors shaping this environment are considered. Requirements to the

technological environment from the point of view of sustainable development are defined.

Place and role of information technology in the globalization of innovative technological

development in the agricultural sector are specified.

LABOR RESOURCES OF AGRIBUSINESS AND THEIR USING EFFECTIVENESS

The estimation of labor resources and the efficiency of their use is presented. A comparative

analysis of migration, average wages, number of hours worked, incidence in relation to the

influence of socio-hygienic factors of rural and urban populations is conducted. The necessity

of taking measures to increase wages of agricultural workers is justified. The important

aspect of analysis of social conditions is to study the connection method of the labor force

and means of production, technical re-equipment of production, infusing it with a modern

sophisticated machines, which will lead to changing social conditions in the direction of

improving production efficiency, productivity growth and personality development.

Analysis of the condition of the resource potential in the agricultural sector of the Bryansk

region is the purpose of the work. Economic and statistical analysis of data based on statistical

and tabular method is conducted. According to the results of this analysis it was made the

conclusion about the status of the resource potential of Bryansk region.

THE MAIN TRENDS AND PROSPECTS OF THE DOMESTIC POULTRY DEVELOPMENT

The main tendencies and features of Russian poultry are considered. The conditions for

further development of the industry and the market are formed on the basis of contrasting

growth and decline in the purchasing power of the population. Stable prospects should be

formed simultaneously with the position of the three parties: the state, the manufacturer, the

buyer.

Complex study of changes of properties of domestic natural colored cotton fibers under the

influence of microorganisms under the influence of biodegradation on the structure of the

white cotton of the Russian Federation is estimated.

ELABORATION OF THE HARDWARE APPARATUS WITH THE MICROCONTROLLER

ADS1298 APPLICATION

The potential directions of medical instrumentation to improve the accuracy and stability

of registration of kardiosignalas in cardiographs. Indicated possible problems with the

procedure pre-treatment of kardiosignalas are considered. The main focus is the study of

the filtration unit to reduce interference kardiosignalas. The applicability of this method is

confirmed by simulation results in Matlab.

ANTI-POACHING ACTIVITY IN THE RUSSIAN FEDERATION AND CIS COUNTRIES

Legal issues in the fight against poaching in the Russian Federation and the CIS countries

are being discussed. Impact of the current hunting legislation on the effectiveness of the fight

against poaching is reflected.

Key words: poaching, anti-poaching, conservation of biological diversity, hunting resources,

hunting legislation, the state hunting supervision, illegal production.

LABOR RESOURCES OF AGRIBUSINESS AND THEIR USING EFFECTIVENESS

The estimation of labor resources and the efficiency of their use is presented.

Important social problem currently is the convergence of working conditions, life and

culture of rural and urban population, conducting a series of socio-hygienic measures.

Labor compensation is the main motive of the preservation of labor resources. It is

revealed that the stabilization of the labor resources of the village prevents the violation

of the fundamental conditions of the market economy equal pay for equal work under

the sale of manufactured agricultural products of intermediary structures on prices,

limiting the possibility of increasing wages of employees of agricultural enterprises. In the

measurement of the average hourly wage in agriculture, hunting and forestry sector for

2009-2013 increased to 67.8%. Its correlation with the average rate was almost unchanged.

The unemployment rate in villages is higher than in the city. The share of population with

money incomes below the subsistence level in rural areas is almost two times higher than

in urban. Based on the above data on wages stated the need for urgent measures to improve

the level of remuneration of agricultural workers. The work of machine operators are not

paid in full in connection with the depreciation of machinery, extension of time change

when you perform replacement rules, deteriorating conditions of work when using aging

equipment. These factors are the motivation that comes from the machine, to increase the

level of migration. It is offered to install the additional labor tractor drivers-operators for

the use of aging equipment in accordance with the changing quality of the machines due

to wear, in order to reduce turnover machine to produce a Supplement with the sanitaryhygienic conditions of work and life. The necessity of technical re-equipment of production

in the countryside, to enhance the prestige of obtaining agricultural education, the urgent

rehabilitation of the system of training personnel in specialized training centers, colleges.

THE CONDITION OF THE RESOURCE POTENTIAL IN THE AGRICULTURAL

SECTOR OF BRYANSK REGION

The evaluation of the status of the resource potential in the agricultural sector of

the Bryansk region of the Russian Federation is presented. The security of agricultural

enterprises in the field of tractors and harvesters in 2015 is analyzed. In comparison with

1990 a decrease in supply of grain, potato and flax harvesters on the average is in 2 times,

sugar beet cars in 15.3 times. For the analyzed period the load plows, seeders, mowers

and cultivators on 100 tractors decreased by 29.4, 43.3 per, of 19.0 and 46.7%, respectively.

In 2015 compared to 2009 all halved, and the security of the potato and beet machines

dropped to an average of 6.5 times. A comparison of the available data on the provision of

agricultural organizations combines with the normative values is conducted. There is a

lack of security of grain, potato, flax harvesters beet harvesting machines and, deviation

from the norm is 6, 12, 8, and 15 units respectively. It The situation with human resources

in the Bryansk region is analyzed. Statistical data: average number of workers employed

in agriculture in 2014 amounted to 13.9 thousand people, and in 2015 by 11.7 thousand.

So, in 2015 the average annual number of agricultural workers decreased by 15.8%. The

intensity of the movement of labor is considered: the ratio of the total turnover of workers

is high enough because of the seasonality of labor in agriculture. The replacement rate of

the labor force equal to 1.553 shows that the number of employees covers the number of

emigrants. It is noted that in 2015 compared to 2009 in the Bryansk region there was an

increase of water providing and the capital-labor ratio in 1.3 and 2 times respectively due

to the increase in the value of fixed assets and agricultural land 1.9 and 1.5 times. On the

basis of the data obtained the conclusion is made about the unsatisfactory state of overall

resource potential of Bryansk region.

THE MAIN TRENDS AND PROSPECTS OF THE DOMESTIC POULTRY

DEVELOPMENT

The main tendencies and features of development of the Russian poultry farming

are considered. It is marked that over the past 10 years general development trends of

domestic livestock only poultry and pig production show a positive trend. In Russia in

production of poultry meat and eggs, hold an important proportion of the Central and

Volga Federal districts, where produced 59% of the total poultry meat and 46% of eggs.

The major share (96%) in the structure of production of poultry meat is chicken, in second

place – turkey. Positive and negative development trends on the market of poultry meat

and the poultry industry are revealed. Positive: the price situation on the meat market in

the conditions of reduction of incomes of the population increases the share of poultry in

total meat consumption; healthy eating trends the population will increase the demand

for other types of poultry; technological characteristics of poultry produce competitive

advantages within the industry; government support and large private investments allow

to increase production capacity faster than in other subsectors. Negative: the domestic

poultry market is saturated, imports displaced, access to foreign markets in the short and

medium term is possible while meeting the special requirements of production and at a

low price; strengthening internal competition is a threat to manufacturers, but will lead

to more strict control of product quality and low prices for the buyer; saturation of the

domestic market, increased competition, barriers to entry into foreign markets require

the manufacturers of investment in technology improvement, development of market

infrastructure; the threat of dependence on import of the poultry industry in the means

of production (hatching eggs, veterinary drugs, premixes for feeds). It is determined that

sustainable prospects of development of poultry farming needs to emerge simultaneously

in several directions: from the state, from the producers from the consumers.

BIODEGRADATION OF DOMESTIC COTTON AS AN ASPECT OF BIOSAFETY

OF COTTON PRODUCTION IN RUSSIA

Results of studies of changes of properties nature colored cotton fibers (NCCF) under

the influence of microorganisms are presented. The object were to NCCF green-yellow (GY)

and yellow-orange (beige) (YO) color gamut (CG) of new breeding lines of upland cotton

Gossypium hirsutum L., developed and grown in the Astrakhan region of the Russian

Federation. Analysis of the mycoflora of NCCF showed a great diversity and multiplicity of

the composition of micromycetes. However the degree of destruction and change properties

of cotton fibers (CF) depends on the cellulose activity of the selected species. Attendance

of bacteria E. herbicola and B. subtilis on CF indicates a potential degradation of the fibers.

The species composition of bacteria isolated from the fibers GY and YO CG presented the

epiphytic species that are the primary cause of damage to the CF. Studying of CF by the

method of microscopy subjected to the action of microorganisms within 8 months sets

the change rate of biodegradation in the range of 0.3<K<3.55. According to the degree of

biological stability of the samples CF can be placed in the following descending series: YO

(0.730< K <1.382) ↓ YG (1.011< K <2.272) ↓ white (1.338< K <2.238). Ability of NCCF to show

higher antimicrobial activity compared to white cotton by pathogenic microorganisms

of human skin is revealed. It was determined that microorganisms-destructors change

the optical properties of the fibers under the interaction of. The measure of total color

difference CF YO are characterized by a wider color range than the YG. The degree of

effect of microflora on the color change of the fiber: the samples of YG CG is stronger

influenced by the bacteria, then spontaneous microflora and mushrooms; samples YO CG

complex spontaneous microflora, then fungi and bacteria. It is revealed that the strength

of the fibers below CG YG YO however NGGF in general inferior to white. So white CF is

less resistant to microorganisms than to NCCF YO CF are characterized by high biological

stability and the least change of properties in comparison with YG.
