ANALYSIS OF THE AGRICULTURE IN THE PROVINCE KHAINAN (PRC) IN THE POIN

OF VIEW OF THE BRANCH INTEGRATION MODEL DEVELOPMENT*

The development of science and technology contributes to the development of agriculture in

the direction of modernization and industrialization. Driven by economic globalization and

informatization, traditional boundaries between primary, secondary and tertiary sectors of

the economy are becoming increasingly blurred, there is a tendency of mutually integrated

development of all three sectors of the economy. With the rise of new types of agriculture

as organic farming, precision (precision) agriculture, rural tourism (agritourism), the

integration of agriculture and related industries is a prerequisite for the development of

the modernization of agriculture, and the question of studying the integrated development

of agriculture and related industries It becomes extremely important. This article first

summarizes the integration development of agriculture and related industries background,

concept and connotation, and then focus on analysis and discussion on fusion problem in

the development of agriculture and related industries of Hainan province, PRC, and finally

attempts to propose models for an integrated development of modern agriculture and other

allied branches in Hainan province, PRC.

VOLUME OF FINANCIAL APPROPRIATIONS INSIDE THE “GREEN BOX” FOR

THE GUARANTEE INCOME OF THE AGRI-PRODUCERS SUPPLY FORMING MODELLING

Algorithm considering necessarily of the condition is elaborated: financial appropriations

can be in that case if there is the category of workers whose income is lower than the level of

the cost of living and if the inflation level is critical for the agriculture that the cost disparity

is observed. In this case it is required to form necessary volume of the financial appropriations

inside the “green box” for the guarantee income of the agri-producers supply.

ABOUT ONE APPROACH TO THE PROBLEM OF ENTERPRISE RISK MANAGEMENT

The article considers the relationship between elementary and integral risk within the risk

universe of the enterprise for the most common cases, when the processes of an enterprise are

divided into preparatory and final. It is shown that the performance of the risk management

system is determined by the ratio of risk of poor work processes with final quality and poor

performance of supporting processes.

INFORMATION MODELING AND MODELS OF GEODYNAMIC RISKS

IN THE CONSTRUCTION INDUSTRY

Information modeling in a construction (BIM technology) is new technology of information

maintenance of a construction object. It allows to specify influence of the changes and risks

made in it (including geodynamic) at all stages of lifecycle. Objects include products, the

building equipment, a technological platform, the building, engineering, transportation

networks and systems of communication of buildings. The model expands possibilities of

implementation of innovative technologies, allowing to create reasoned economic decisions.

Based on the systematization of years of information and analytical materials of South

Kazakhstan hydrogeological-meliorative expeditions and the Aral-Syrdarya series of electric

plants basin inspection on regulation of use and protection of water resources, describing

changes in the natural environment in the lower reaches of the Syr Darya river in the context

of irrigated areas the assessment of the environmental situation in the context of irrigated

areas as human habitat.

IT-infrastructure promotion.

IMPROVING THE EFFICIENCY OF THE SERVICE STATION THAT SUPPORTS CARS

WITH THE GAS EQUIPMENT

One of the promising alternative fuels for road transport in Russia is natural gas. The number

of cars with gas equipment rapidly increases, but nevertheless the use of natural gas fuel has

remained low. It is due to the lack of infrastructure for vehicles equipped with gas-cylinder

equipment (GCE).

IMPROVING THE QUALITY OF MILK BY COMBI WASHING MILKING MACHINES

The paper considers the issues of creation of energy-efficient dual flushing system on the

basis of the mobile electric device with active working bodies. The use of this system allows

you to divide the processes of washing milking machines and milk line, which ensures the

effective hydromechanical washing of milking machines and clean milk mobile device with a

minimal amount of cleaning solution. The proposed system reduces the time of washing, the

consumption of detergent and energy by 50 %.

ANALYSIS OF THE DYNAMICS AND STRESS LEVEL OF UNCIA UNCIA STRESS

IN THE IMITATIVE CONDITIONS MONITORING

The authors conduct analysis of the dynamics and stress level of Uncia uncia under the impact

of scent (olfactory) environment enrichment. Due to it they defined changes of the moving

activity of Uncia uncia (Irbis) under the impact of scent environment enrichment, estimated

change of the studied animals stereotype behavior level in the result of the environment

enrichment, analyzed the level of produced derivates as the indicator of the studied animals

stress load by noncontact monitoring and characterized correlation of the activity dynamics

and hormonal status of the studied animals.

Short review of the modern agribusiness and related industries integrated development

theories is presented. The phenomenon of the modern agribusiness and related industries

integrated development and its content are defined. Methods of the modern agribusiness

and related industries integrated development are described: technologic integration,

business integration, integration of economic organization. Peculiarities and problems of

province Khainan (PRC) agribusiness development are analyzed. The main characteristics

of province Khainan (PRC) agribusiness are described. The main problems of Khainan

agribusiness development are revealed. The following models of Khainan agribusiness

and related industries integrated development are considered: model of agribusiness

and tourism integration; model of agribusiness and production integration; model of

integrated development of primary; secondary and tertiary economic sectors, model of

integrated development of agribusiness and new technologies. Integrated development of

agribusiness and related industries is one of the main means of the branch innovations

realization which let to achieve the branch production cost increase. Branch integration

encourages: rational resources distribution, coverage of production factors, transaction

expenses and technologic barrier copability, land assets costs decrease till the secondary

regulation of unreturned expenses, technologies extension and agribusiness production

structure modernization, innovative development of economic systems and organizations.

So, for the primary integrated development of Khainan agribusiness and related industries

it is necessary to have the active state support of the external environment and production

policy. With the help of traditional agribusiness modernization and the productive system

optimization it is necessary to create new competitive positions.

VOLUME OF FINANCIAL APPROPRIATIONS INSIDE THE “GREEN BOX”

FOR THE GUARANTEE INCOME OF THE AGRI-PRODUCERS SUPPLY

FORMING MODELLING

Algorithm of the necessary volume of the budgetary appropriations inside the “green

box” for guarantee income of agri-producers providing forming is elaborated. In this case

it was accounted that the budgetary appropriations can de when there is the category

of workers whose income is below poverty line an if the inflation level is critical for the

agribusiness that is the cost disparity is high. According to the basic data for Rostov region

the following indexes are calculated. Index considering the difference in market basket

cost in the concrete region and average monthly income of agri-business workers with the

cash earnings below poverty line is 0.10727. Amount of the budgetary appropriations inside

the “green box” for guarantee income of agri-producers providing in reliance on a period

of the program acting is equal to 360,460 mln. RUB. Ratio of the proceeding in cash from

the production of crop growing (0.6670) and cattle raising (0.3330) realization in the whole

income of the agri-production realization. Sum of the annual budgetary appropriations

guarantee income of agri-producers providing is for the unit area of farmland (5.46 RUB

per hectare) and for one relative head (109.18 RUB per head). Index considering indexation

of the annual budgetary appropriations according to the discount rate of the capital is

equal to 1.052. The results of specific volume of annual budgetary appropriations inside the

“green box” for guarantee income of agri-producers providing for the districts of Rostov

region modeling are presented. Totally for Rostov region norm of the annual budgetary

appropriations per the whole square of the agri-lands is equal to 48083.07 RUB; norm of the

annual budgetary appropriations per the whole replacement animals – to 24009.00 RUB;

norm of the annual budgetary appropriations in the whole – to 72092.06 RUB; indexed sum

of the annual budgetary appropriations – to 75840.85 RUB.

IMPROVING THE QUALITY OF MILK BY COMBI WASHING

MILKING MACHINES

Elaboration of energy-efficient dual-circuit system of washing milking machines

based on the mobile electric device with active working bodies for the cleaning of milk

tubes is presented. Dual system is created on the basis of rotor washers. 1st circuit includes:

washing machine, stand milking machines – milk receiver milk pump – machine wash;

2nd loop – looped milk line. This structure does not contain changes in the "live" section,

and can be cleaned with a device with an active working body (wad), which runs from the

end of the milk with simultaneous application of a small amount of solution to exclude

the effect of dry friction. After a lap around the milk line, the device begins to move

automatically in the opposite direction. The wad is run through a special device end of the

milk line and stops. The device has a symmetrical design. In the center there is electric

propulsion with guiding supports which move along the walls of the pipeline. Right and

left of the actuator – wads cleaners with internal channels to divert the air flow and the

flushing liquid which passes through the pipe wall into the outer casing of the motor

and cooling it. Screws driven by a motor create the necessary traction for tamperevident

and drive cleaners. Symmetrical design allows to reverse the operation, absorbs shocks

when stopping in the end devices, carry out the movement through the pipeline in the

opposite direction. The motor power supply is provided from a battery which is charged

between cleaning cycles. For effective cleaning of tubing it is enough 2-3 cycles passing

the device. Dual-circuit system of washing milking machines will help to reduce the

duration of washing, the amount of water used and detergent by more than 50%, the power

consumption by 25...30%, which reduces the total cost of milk production and improves

quality.
