The authors emphasize the vitality of foreign economic relations development in Russian regions. The economic and legal conditions for regional participation in foreign economic relations have significantly changed in the past two decades, the world economy is experiencing difficult times, and the complex problems are still the same. The paper considers some specific features of foreign economic relations in strategically important Russian macro-region — the Southern Federal District.

STATE AND DEVELOPMENT OF REGIONAL FARMING TECHNICAL SUPPORT

The paper features the main results of the farming technical equipment capacity analysis in the Kabardino-Balkar Republic. The authors suggest the development ways of the republican logistics enterprises as well as the ways of technical capacity efficiency increasing including intensification of the machinery use.

PRACTICAL PROBLEMS OF ECONOMY STATE REGULATION MECHANISMS IN MODERN CONDITIONS

The author proves that the establishment of Azerbaijan independence, the transition to market relations and the involvement in integration processes require a fundamental change in the model and the system of state intervention in social and economic processes. The paper clearly shows that the efficiency of state intervention in the economy on the basis of market principles calls for developing and implementing the national economy sustainable development strategies.

WAYS OF ENERGY SAVING IN BEEF PRODUCTION

This paper describes a state of energy supply in young cattle growing and fattening. The author claims that the most energy-intensive production processes here are forage and fodder preparation and distribution, manure removal and compost manure preparation, optimum microclimate provision in livestock buildings, as well as livestock management and watering. Energy reduction in some processes can be achieved using the most advanced methods and technical means for their implementation.

INFLUENCE OF PUBLIC CHOICE ON RUSSIAN POPULATION WELFARE IN TERMS OF MASS NARCOTIZATION

The present paper describes the phenomenon of mass drug addiction in the light of the public choice theory. The authors present the analysis of the influence of different social groups’ well-being on the spread of non-medical use of narcotic drugs in the country; estimate the combating methods of drug abuse spreading, and calculate the economic effect of public health activity organized in accordance with the optimal social choices.

GROUNDING IMPACT FORCE OF TWO-PHASE ICE-AIR FLOW ON PROCESSED SURFACE

The paper provides the definition of hydrodynamic force of a two-phase ice-air flow applied to the surface. Basing on the proposed presumptions the authors suggest optimum density of filling the nozzle cross-section with ice particles. The paper considers the cases of force interaction between the flow and flat and curved surfaces and offers the condition of a quality cleaning of surfaces from contaminations.

PROSPECTS OF MULTI-PURPOSE WATERS RESERVOIRS USE FOR AQUACULTURE PURPOSES

The authors have identified the productivity indicators of natural forage components of the multi-purpose fish pond and established that the considered pond refers to the mesotrophic ones. Its ichthyofauna is represented mainly by stunted species (verhovka, roach, ide, tench, and pike perch). The environment parameters and the summer zooplankton biomass in the reservoir allow introducing peled that will ensure the utilization of natural food resources and increase fish productivity of this kind of up to 65,5 kg / ha. The availability of sufficient food fish species as verhovka and crucian carp may provide nutritional requirements of European catfish and pike perch. The introduction of these species would raise the total pond fish productivity and provide conditions for recreation based on paid sport fishing.

The paper analyzes the basic integration principles of the project management mechanism into the traditional system of university management, systematizes the main types of university educational projects, and estimates the possibilities of a harmonious combination of process and project management approaches to high school management.
